Decimation and Lottery

After the final conquest of Avanor, the vindictive Drakken Empire demanded an even greater sacrifice of its conquered states. Those who had fought so long and hard to resist the Empire now faced a terrible punishment: the Decimation. Community by community, the Imperial Legions rounded up the locals and forced them to undergo a cruel census and lottery. Every person’s name was carved into a piece of bone and dropped into a barrel, then a lottery was held, drawing names equal to one-tenth the population. Every person whose name was drawn was taken to a mass grave, and under threat of the total destruction of the entire community, those not chosen were forced to kill their selected neighbors and bury them in a communal pit. The handful of communities who resisted were exterminated completely. After this time, the Lottery became an annual even were a single name was drawn and in a public ceremony, one community member was executed using an element also chosen by lot that represented the wrath of the dragons. This Lottery endured in the Ragged Lands until recently, when the Empire’s grasp began to loosen.
